u get more stars on units by getting them multiple times
You just gotta summon them more times to keep getting more stars. That or you can use Multi Z Power to get them higher as well.
no, you really can't increase your chances of getting stronger characters since summoning is just pure luck. The stars just means how many times you've gotten that certain character from summoning

Choose a fight with those characters , the best choice would be story mode
lets go legends is also be use
There's a few stages in story mode pretty early on that you can fight them, as well as some of the Saiyan Saga story events could help too.
I usually just do zenkai rush and then I see if any of the characters are there.

Through missions they released throughout the Saiyan Saga campaign but those are over now unfortunately
I'm still questioning upon how do you get 200 tickets, I only have 52.
It's because these tickets were from a Prior Celebration. Currently we can only farm up to 70 tickets for Anniversary.
How to get the other 100 tockets
These tickets were from a previous celebration, we’re still waiting for the extra 85 tickets to be released through missions.

I know if you play Ultra Space Time Rush stages, in stage 2-3 there's a Janemba. For Vegito he's in stage 3-3 and 3-4.
Those are the locations that I remember but there's definitely some other stages for them.
