You don't turn the shoulders, you turn the base of the neck which is a rotation of the top of the spine. It appears the shoulders turn but they are not the source of the motion. You can try to pull your shoulders around but if the top of the spine resists there is no way the shoulders can win. Also the concept that you turn around your spine is false, the top of the spine is subject to rotation itself. People trying to turn around the spine can try to keep the spine fixated which doesn't work.
