Yeah, retreating into Starmie ex for 3 water leaves 1 energy on Gyarados ex, attach one to Starmie ex for turn, Vaporeon uses Wash Out to move the remaining energy to the active for the knock-out.
Gyarados ex is pretty strong, but risky, cause it could possibly discard an energy from your Pokemon too, so it's probably not best to rely on that attack too much. I have made this deck and it's pretty good though, especially when you get lucky playing Misty. Except i am only using One Gyarados ex cause i don't have a second one, but instead i'm playing baby Gyarados with Hyper beam as the second one, as it could discard energy too.

Since i got a gyarados ex from lucky pick, i might consider adding to my already op'd misty deck. And this video gives me an idea
