Belive it or not, I have a hypotesis about identity of "man who speaks in hands":
"Man" can mean not just "male individual", it also can mean "human"
"speak with hands" imply that said individum use hands to express themselves
So W.D.G. is obvious choice, since his name is derived from "Wingding" font which contains hands, and he and some other characters connected to him uses. This means that it is possible that said phrase reffers to Gaster.
But there is someone else fitting the description. A human who express their will with hands.... by pressing buttons. Yes, I mean the person between keyboard and chair aka the one playing the game.
What does this means? Nothing important, I just think it is an interesting thought.
