It;s the lifeguard.. and you can run engine on windy days to get in or out.
why is he running his outboard? I thought the lagoon was electric only, no gas engines allowed, is this the lifeguard? I havent been there in a while but I remember these days white caps all over the goon and the upper lake gets even worse.
