I think they meant cartoon characters that were used to promote the cereal. At least with the California Raisins they were ultimately designed as a breakfast foods marketing ploy.
They forgot Boo-Berry, which is the blueberry version of Count Chocula & Franken-Berry. It's been years since I last ate breakfast cereals, but the last time I checked Count Chocula had been the year-round cereal with Franken & Boo only coming out during Halloween. I guess the Count isn't as popular as he once was. *Sigh!*

About 90% of these characters have either never made it to the UK or were banned in the late 80s & 90s because the more sugary cereals were deemed dangerous to children's health - you can still get Lucky Charms though in specialist import sweet stores. Frosties & Snap-Crackle & Pop are the exceptions. :P
