This is just a battery full indicator circuit, it does not and cannot cut off supply to the battery.. These 18650 batteries must not be charged beyond 4.2 volt otherwise battery can heat up or explode and may lead to reduced battery life..
But the input and the battery are parallel to each other, how will the cut off work?It will simply send 5v into the li-ion battery which is not good and also the green LED didn't glow no matter how much times I turned it left and right (Do we need a fully charged battery (4.2v)), what is the charging current?????

I agree with You. First explanation like emitter - base - collector from left to right is not correct. Should be collector - base - emitter. And battery + is connected to collector.

I think if the electricity is gone..then the red color led will glow continuously..and it will further discharge the battery..because of led ..u solve this problem..can I use a diode to stop the glowing led when no input current is given through charger??

Even were this actually to automatic cut off the input voltage at the desired level, which I don't think it does, there's a bit more to charging a lithium battery safely and without damaging it than that. Please, people, don't take this nonsense at face value - you'll end up with, at best, some ruined batteries.
Me I make the circuit safely with 2diodes, 1x 1kResistor,1x 820ohms,1x2k resistor, 1 bc547 , red as Ns green led, that's what it takes to make a complete Liion Bart charger

Well you're not entirely right. It is not simply pluged int to vcc but parralel to the Emitter -Collector section of the transistor, which, if becomes a very low resistance section, it will short the led and curent flows trough other parts of circuit, turning it off.
Why in the video do you put a resistor of one value, do they write another resistor of another value?. By the way, I do know absolutely the entire resistor color code.
