Sir, i guess the maximum value at 16:09 is 2 to the power of 32 minus 1 but not 2 to the power of 31 minus 1.Thank you sir, no offense.

It's actually 2 to the power 31 minus 1. This is because, we had 32 bits but 1 bit was used for signed character i.e. to identify if it is a positive or negative number.
