Best part of the skin is the sound on his ultimate. Sounds like something you'd hear in a Winter themed adventure movie. Like an epic chase/escape or magical blizzard.
I feel like the hair and the paint splash being similar to its base is pretty okay for me since the skin is overloaded w particles and distinct colors opposite from the base skin.

The effects of his ult were nerfed when I played with him on the PBE as his ult grew, you could see the tops of houses, kind of sad that they removed that

The amount of skins for champs like Aphelios, Udyr and Kayn isn't too bad! Hwei has a lot of vfx and sfx to make, but no model changes, so he may have a decent few skins in the future if he's popular enough.
To me this skin is almost as boring as base. Hwei is meant to be boring because his fun and character is all in his art... so in base skin his abilities are very colorful and characteristic. And then comes this skin and it's all just boring ice. But hey, pay to win

The fact that the brush colours aren’t that distinct one from the other isn’t necessarily a bad thing, it makes the skin more pay to win
