You can get SCTP via tcpdump, span, passive optical taps etc. are you asking me to provide the specific PCAP I used?

Good point. So the INIT is retransmitted at 2x the RTO if no INIT-ACK is received. In this case RTO was 3 so yes 6 seconds apart. This value keeps doubling till an ACK is recevied (i.e exponential backoff)
