SInce Unity Catalog is being operated at AD Tenant level, and your suggestion is to have only one metastore per region, you should at least provide "Catalog Admins" so that each business unit can manage their catalog on their own. Not every organisation has all business units metastore being maintained by a single team. Too much privilege to single team.
