I think it has more to do with church founder who wanted to incorporate sepedi traditions in the church, this was to make ppl confortable with the new religion . Sepedi traditional dances /music is visible in Nkedi and mpoho for example

Dowie bought land in Illinois and named parts of it City of Zion. However there is more to the story and how his influence on the church has gone undocumented

It is said they had undermined it because of the skirts ( they thought it was some.) And so BaPedi are said to wear kilts in commemoration of the episode.
