No the baptism of the Holy Spirit is not received At the new birth, it can happen but it s not the norm. In fact the apostle was already born again when they were waiting for the Promise because they had already received the Holy Spirit in Jn 20:22. So Baptism of the Holy Spirit is another experience that is necessary for the witnessing. God bless you for your work
