I am watching this episode again for the first time since I was a kid, and its still my favorite. While watching it though I wondered "Why does Duggery sound like Darkwing Duck" and sure enough, both were voiced by Jim Cummings!
Skull Duggery is one of the most terrifying non Disney villains in cartoon history along with Skull Master from "Mighty Max" And it's even implied that anyone who entered Skull Mountain met a gruesome demise after encountering Duggery.

Everyone's over thinking the horse-to-cow versus anthro characters. This is such a normal comedy trope in cartoons everywhere. This is like the old Goofy vs Pluto argument. Just enjoy it for what it is...plus I think a lot of younger viewers don't understand until the late 90's early 2000's, animation was rushed and forced out while being drawn 100% by hand, and nothing was computer animated. Mistakes got made a lot more frequently unlike today's cartoons where they can just copy and paste a character design onto a background from a library resource, or drawn by an Intous tablet where it's super easy and efficient to erase and fix mistakes quickly. An animated cell was hand-painted and set permanently. Mistakes and all. And if you had crap funding....well....you had LOTS of animated mistakes. Not everyone was backed by super rich Disney or Nickelodeon. (and their animation teams were WAY larger than small studios like Kingworld)

It was unknown whether he was just talking to Cody or addressing to the viewer about a particular moral of the episode in a way to break the fourth wall break (at the same time). Although, it would be useful for a closing segment focusing on the Code of the West that features a fourth wall break. Though, if the show was more successful and had more episodes then a potential closing segment like that could be the case.
The comet was suppose to have mutated everything on the mesa into a anthopamorpic being yet they have normal horses and cows. What's up with that? Did they get it from the land below the mesa? Wouldn't that have been interesting.

I haven't noticed before until just now, but I wonder why the animators had still given Duggery's ghost form ears. But most of all, I wonder why Duggery's ghost form looks different than his living form. This one is a Little Big Shocking Surprise for Cody and his little friends but I can believe that they snuck out of the house into skull mountain but lucky enough they got a map in case they get lost but not like the Tad Movies though

When you see skull duggery alive, it's the kids imagining the legend of him. We don't know if the story is totally accurate and they have no way to know what he looks like.
