To avoid being hacked, system admins should do research to stay at the top of their game. Its not a matter of IF you get hacked , but WHEN. No system is totally secure. Threats evolve everyday.

Government can setup a cybersecurity specialist training center, where scholarships can be given to deserving students who have finished at least SENIOR HIGH SCHOOL. Many students have a special talents and these can be harnessed. No need to finish 4 years of college to be a dedicated cyber warrior for the government. We are way behind other governments. This is embarrassing.
