Philomena is probably the only real friend Celestia has. Think about it. She lives on as her normal pony subjects eventually die leaving only her sister to have a bond with which is why she was so sad when she had to banish her.
That may be why she made Twilight a princess later on in the story. She could've stayed a powerful unicorn like star swirl the bearded but Celestia didn't want to see her die. She grew attached.

I think Philomena was more of the troll. If you watch her behavior during the episode I think you'll agree.
I love it when Princess Celestia makes Philomena apologize to Fluttershy. That's so funny, when Princess Celestia proves Fluttershy innocent, knowing her pet's personality. Princess Celestia- "Say you're sorry, young lady". Philomena- squawks as her way of saying, "Sorry".

I think Luna should get an Owl. They are nocturnal. Not like Twi's Owl, but something more extraordinary
Technically, Luna does have a pet. In the comics, at least. It's a possum named Tiberius. They should introduce Luna way more without any throwbacks to Nightmare Moon. She's more than that, honestly.

For those of you who don't know, this scene is a reference to Harry Potter and the Chamber of Secretes. When Harry is sent to Dumbledore's office, he sees a very ugly-looking bird with molting feathers. When the bird bursts into flames and is left as a pile of ashes, Dumbledore informs Harry that the bird is a Phoenix and when it is time for them to die they burst into flames and are reborn from the ashes.
While I'm not ruling out the possibility that this episode was inspired by that part of Harry Potter, you do know that phoenixes are real life make believe animals right? (that was kind of an oxymoron).
