So we ship a lot of electronics and we put them all in one big Gaylord box for the postal service to pick up, so does that mean we will need to put a lithium ion mark on all of those packages containing a lithium batttery? Also do we need to put an emergency contact phone number on the label and will there be a big fine if someone calls that number and we don’t answer? Thanks!
I will try to answer your questions: First of all, are you using the U.S. Postal Service? or a commercial service like Fed Ex? USPS has different - more strict - regulations for transportation of lithium batteries. Are the electronics in some form of packaging before they are placed in the Gaylord box? I presume all of the lithium batteries subject to the smaller battery exception? It sounds like you will have to display the lithium battery mark with the ID # and the information - not an emergency - phone number. The phone number should be answered during normal business hours.

would a battery in a flashlight be considered contaied in equiptment? the battery is removable
Yes. If it was packaged and offered for transport that way it would be contained in equipment.
Would laptop batteries not in a laptop be classified as in equipment ? As it is in a enclosure.
No. That is a separate configuration. What you described would be shipped as packed with but not contained in.
