The people are not poor here, the people lack basic services: Roads, Purified water , Transport and Electricity. Notice how these people are not demanding houses and jobs.

You can't take 41% municipal annual budget to service 30 households. They should agree to be relocated closer to the services. It's not only in E. Cape there are similar cases in Limpopo (Sekhukhune Municipality), people of Leolo Mountains are living under similar conditions but some decided to relocate to neighboring villages where there are services.
