sorry but i dont understand the part that you said telephone and voice conferencing needs less reliability. doesnt they are set as high priority? thus they need less packet loss?

Video Conferencing required more relability as compared to Telephone or Voice Conferencing.
Video Conferrencing is comparatively complex because it contains both Video and Audio which must be synchronised.
