You get it once you meet a certain condition. If I remember correctly you have to have a 7* dragon. Or if you're playing on a new server then you will get it from the dragon event.
The boss ignores 90% of all dmg and the only element that works against it is the fire element. So I recommend getting a full party of 5 where everyone uses a fire dragon, accessories with fire attribute and weapon with fire attribute bonus. Also every time when the spheres spawn go and destroy those right away. After that just attack the boss restlessly, sure you will inevitably die a few times but that's part of the process.
