It needs stiffer support to make sure the don't sag. Perhaps a stiff rod to stop them hitting the wheel. Or spend the money and get the genuine ones that are designed for the bike.
1. Universal bags will (almost) always look crap. Proper panniers are shaped and designed to suit a particular bike... 2. You would need to be VERY lucky to have soft panniers that don't need a support rack. That would be dependent on the bike, not on the panniers. 3. Panniers very rarely enhance the look of a bike - they are a utilitarian tool, not a cosmetic upgrade.... So... Buy bags that suit your bike, or accept they will look crap.... Buy the necessary hardware to install panniers.... Accept that your bike will look worse with panniers than without.....
