You would have to list the charges for all the countries he worked in. Like in Italy, he had like 20-30 murders there. It would be safe to assume MI6 didn't ask the Italian government for permission as that would increase operational risk. A lot of this actions were taken not under government orders also. Most of the things Bond does if it was done right it would be a 20 page report that would need to be filled out prior outlining the operation and approved by at least one person at the director level in MI6. Most of what we see is Bond acting on it under his own intuition. While still not totally illegal, he would at least receive suspension from duty immediately after MI6 learned about it.

Being under orders from the government of one nation does not necessarily prevent you from being charged for crimes by another sovereign nation if committed on their soil.
