They have a clear cut policy against any type of bilateral ties with Pakistan until they sort out the cross border terrorism issue and what not. Pakistan has also complicated the issue ten folds. They have stopped all economic trade with India after abrogation of article 370 of the Indian constitution which relates to the state of Jammu and Kashmir. You can't block all economic activity with a country and then expect that country to engage in bilateral sporting ties with you which helps your economy (as Indian viewership brings huge money). I don't know where you heard about this supposed test match but trust me it is not going to happen.
