It costs money to sell that ring and he could be sitting on it for a while. Dude has a business to run. Rick gives incredible deals to people that no normal pawn broker would because he has a tv platform to advertise through, the network, and a reputation to uphold. As a small business owner, I'd always be looking for at least a 100% markup to be able to make it worth my time on any item.
