'Restore' is a nombo with this commander. Smeagol mills all card types exept lands. So unless you are actively milling yourself it is better to run a Sakura-Tribe Elder. Steve also counts as a creature dying for Smeagols trigger! I'd say you want to run mostly creature based ramp, and not too much since Smeogol himself will ramp you :D
