Speedrun is illegal according to the gta developer..so they set an algorithm where random plan will crash everytime the system detect that player is doing speedrun
Because flying planes in gta sa are actually random events , with random paths and altitudes. So if u r so, so unlucky ( josh has the worst luck of the world) the game could spawn an airplane near an object, or with a path to a object, and u know, that is a insta crash.
Derrick Makara Planes will randomly have their path intersect with the ground (a bug which Rockstar noticed during testing and left in the game because it was funny)
I thought that those are a game mechanic and have something to do with the ingame luck-stats (you can raise your luck-level by collecting horseshoes in las venturas). When its low, you could get hit by a plane.

Vice City ai planes are not solid textures I think. They can't collide
