I would try those stamps a few more times. Clear cling stamps are often patchy to start off with because of manufacturing residue, which affects the ability of the ink to “stick” to the surface. Honestly, give them a few more practice stamps, and maybe try them with a different type of ink too (versafine is amazing).
That brown paper is supposed to come off of the acrylic block. The acrylic block should be clear (see through). It has a grid so you can line up your stamp both on the block and the paper.
If you want the best impressions from your stamps stop using stamp pads and use Tombow dual brush markers to color them in completely then stamp on the impression and if you like your black to be dark use the Lamp Black Tombow #N25 it is much darker than the N15 and a lot of beginner stampers make the mistake of using stamp pads, you will never get the coverage from a stamp that you will if you paint them with water based markers like Tombows
13.99 isn’t bad for all of those stamps, inks and blocks….there are lots of videos about how to prep and use clear stamps appropriately, don’t give up on these. ;)

When you get new clear stamps, you should rub it on your hand to rub off the “stuff” they put on it to preserve them from drying out. 😊
