    Is it your view, Sir, that government employees are disqualified from forming or joining a labor organization? You assert this on page 854 of the 2023 edition of your Labor Law 1 textbook. Also, on page 858 of the same textbook, you contend similarly in the case of employees of GOCCs with or without original charter. You cite as your basis for the first contention the case of SSEA v CA, and for your second contention, RA 10149. I think you need to review your positions. There is nothing in that case and in that legislation which disqualifies government employees or GOCC employees from forming, joining or assisting labor organizations. The case of SSSEA deals entirely with the right to strike being denied to GOCC employees, while RA 10149 effectively denied them the right to bargain collectively with their employers for the terms and conditions of employment fixed by law.
