So I hate to be that guy (actually no I don't) but there are plenty of cities in the US that aren't in a state. Literally every city in Puerto Rico, Guam, and other US territories.
I hate to be that guy too (actually no I don't) but the question was, "what is the only city, in the US, that is not in any of the 50 states?" With that information given, there is only one answer and it's Washington D.C. The question did not state in the US and it's territories and territories are separate from states.
Again, the question was "in the US (United States) and did not include the word territories. Territories have limited representation in our government and can't vote during the Presidential election. Some of them are also referred to as US nationals as opposed to US citizens. So, the question was clear on what was meant and a 5th grader understood that too.
@jskelly1979 and they're still part of the US. By not including or thinking of them it says they don't matter and theyre not "one of us" they're americans. They live in the United States. Anyone who looks down on them and considers them lesser than, well, hurts us all.
