Chipotle can solve this problem really easily. Change the spoons to something that gets you the same general amount every single time leveled. It’s either that or increase portions.
I worked at chipotle for 3 years around 2015 (so things have probably gotten worse portion wise but) even then, it was uncomfortable working on the line and having managers watching over you about portion sizes. They were VERY strict about how much meat on that spoon could enter the bowl, and it was about 2/3 scoop at that time. Be nice to the workers please, they’re just being bossed around by people who only care about profits. But I do like the protest of portions, it’ll get chipotles attention for sure.

I check my bowl I looked through bottom of bowl to see barely any rice.
