He is wearing a poncho and cowboy hat because of his time spent working as a hired hand on dude ranches. He wrote a whole album about it: "Blue Mountain." As for his high-water pants, he's been wearing those for a couple of decades now. I guess he doesn't have the legs of his youth to wear the Bobby Shorts from the 80s & 90s.
