Being tough doesn’t mean you are invincible or untouchable. It means you are courageous, resilient, durable, and likely very capable of handling yourself in physical conflict. So harming a tough guy will take more effort than harming someone who isn’t tough. Clearly, if you need to send 3,4, or 5 people to get one dude, the guy must be a tough guy. If he wasn’t, you wouldn’t need so many people. They basically agree in principle though, they just are arguing whether the word “tough” should be used or it. If in situation with a guy who could handle himself well, they’d both send multiple people to deal with it, so they’re on the same page essentially.
