As Freder becomes more and more fascinated by Maria, he decides to venture into the lower levels of Metropolis to find her. However, his search is interrupted by a horrific accident in the machine halls, where a massive explosion kills and injures many workers. In a hallucination, Freder sees the machine as a temple of Moloch, where the workers are being sacrificed. When he snaps out of it and sees the dead workers being carried away, he rushes to tell his father about the tragedy. However, his father shows no concern for the workers' well-being, causing Freder to rebel against him and secretly vow to help the workers.
With the help of Josaphat, Freder returns to the machine halls and switches places with a collapsed worker, experiencing first-hand the harsh conditions they face. Meanwhile, Rotwang, a scientist who had been in love with a woman named Hel, shows Fredersen, Freder's father, a robot he has built to "resurrect" Hel. The two men then discover a network of catacombs beneath Metropolis and eavesdrop on a gathering of workers, including Freder and Maria.
During the gathering, Maria prophesies the arrival of a mediator who can bring the working and ruling classes together. Freder believes he can fulfill this role and declares his love for Maria, determined to help bridge the gap between the classes and bring about change in Metropolis.
