I think you have not considered the second condition in 2nd question.. We have to protect the servers from SQL injection also which brings us to 2nd option.. Correct me if i am wrong !
At first I thought the same because the text mentions both requirements. But later, the question explicitly asks only about the first requirement, so how to spread traffic across the business tier servers. The requirement to prevent SQL injections refers to the web servers. So, while WAF would be correct to protect the web servers, the internal load balancer is the correct answer for the business tier.
