It's all about efficiency. Watts needed to pull pounds.

It's actually quite common here where I am on the NS Pittsburgh line especially between Johnstown and Altoona where it's 3 busy tracks - Amtrak averages 20 minute to 2 hour delays on it - it's so bad Amtrak graded it an a F. The long container trains & heavy coal and steel billet trains can really jam up the line in those mountains. Back in the 1990's I actually rode Amtrak past a coal train like it was standing still on the west slope you should have heard and felt those four SD40-2's screaming in notch 8 pushing the rear.

Like automobiles, it is all about power to weight ratio. You have two Genesis 6,000 HP engines pulling 13 cars vs two 4,000 HP SD 70's (?) pulling 90+ cars.
Amtrak can travel up to 70mph+ depending on the track speed restrictions and if its behind ... Amtrak also gets priority over other trains. scariest thing is when your on a siding working on a train and an Amtrak is on the main and is running late so they are doing every bit of 70mph and all you hear is the sing of the tracks then a gush of wind and in 5 seconds taht train has already passed, had a few hard hats sucked off from a passing amtrack.

Depending on the tracks they're on, they can do a good bit more than 70. 80 is common on a lot of the freight railroads and there are a few areas they can do 90. A few places have areas of 110 mph and the NEC has some 125mph track (and even faster for the Acelas).
Your passenger trains get priority over other traffic? Here in Canada Via Rail (our safer equivalent of Amtrak) has to yield for freight traffic. We use the same locos though. But operate at 170 kph or 110 mph.

At that time, the piece of track would very soon become only solitary rail for many miles, which would force the Amtrak lose even more time by following the slower freight train for many miles. These places exist where the Amtraks can go around the much slower freight trains. Also, these auxilliary lines are used to switch one train off the main line to let one oncoming train go by in the opposite direction.
Man, the Amtrak must have been going at least 35 mph to the CSX's 20 mph. . . Most amazing footage I've seen in 5 minutes.

FRA regulates the freight train to slow to 20 mph when being passed by Amtrak. Also notice it's a double stack train going into a curve.

The fact that they are side by side should be your first clue. It's not a race, CSX is on a siding allowing the Amtrak to go by.

On the A-line Amtrak is 79mph, Piggy backs are 70mph, mixed freight 49.
