We don't actually know. Officially, Taiyang is Ruby's father, but there's a whole theory that its actually Qrow. It also makes sense, Qrow's semblance is bad luck, not exactly ideal for raising a child, so he could have given Ruby to Taiyang for her safety. Still, nothing's confirmed...
