Police Chase Him Into Swamp For Illegal Fishing

- On April 30, 2023, at approximately 3:15 PM, Officer Dustin Forbes and Officer Tristan Hartzog, with the Florida Fish and Wildlife Conservation Commission, were conducting patrol in uniform and a marked patrol vehicle on Hwy 65 in Franklin County, FL. As they drove across the Cash Creek bridge, they observed an individual, later identified by a Mexican ID card as [REDACTED], actively fishing with a hand line device and natural bait. Upon parking their patrol vehicle, [REDACTED] discarded his fishing equipment in an attempt to conceal his activity.
Exiting their patrol vehicle, Officers Forbes and Hartzog identified themselves as Fish and Wildlife Officers. They noticed another individual, identified as [REDACTED], sitting on the rocks under the bridge. Officer Hartzog inquired about the fishing equipment, to which [REDACTED] denied fishing. Officer Hartzog explained that he had observed [REDACTED] actively fishing before making contact. Upon questioning, [REDACTED] and [REDACTED] indicated there were other individuals fishing with them in the brush along the creek.
Officer Hartzog proceeded down the trail adjacent to the bridge and observed three individuals actively fishing with hand line equipment and in possession of a bucket containing fish. Later identified as [REDACTED], [REDACTED], and [REDACTED], these individuals attempted to dump their catch into the water upon seeing Officer Hartzog, who gave loud verbal commands to refrain from doing so. Subsequently, the individuals discarded their bucket and fishing equipment on the creek bank and attempted to flee into the wooded marsh.
A foot pursuit ensued, during which [REDACTED] and [REDACTED] ran approximately 20 yards down the creek bank before turning back to Hwy 65. Officer Forbes intercepted them at the wood line, issuing loud verbal commands that led to their compliance and subsequent detainment. Meanwhile, [REDACTED] continued running down the creek bank for approximately another 30 yards before turning back towards Hwy 65.
As Officer Hartzog pursued [REDACTED], he issued loud verbal commands to stop, threatening to use a CEW (Conducted Electrical Weapon). Despite this, [REDACTED] refused to comply, prompting Officer Hartzog to deploy the CEW twice, once on the lower back and once on the lower abdomen. Despite these attempts, [REDACTED] continued to resist arrest, leading to a third attempt to deploy the CEW, which was unsuccessful. Eventually, with assistance from Officer Forbes, [REDACTED] was subdued and placed under arrest.
Subsequent to the arrest, EMS, Franklin County Sheriff Deputies, Lt. Cook, and Officer Mcleod arrived on the scene. EMS evaluated [REDACTED] for injuries, finding none, and subsequently released him. None of the individuals, including [REDACTED], [REDACTED], and [REDACTED], possessed identification or fishing licenses, and they were unable to communicate in English. [REDACTED] acted as a translator, enabling the individuals to provide their names and dates of birth.
Following a search of their persons, Franklin County corrections van transported [REDACTED], [REDACTED], and [REDACTED] to the Franklin County Jail. A citation was issued to [REDACTED] for fishing without a license, after which he and [REDACTED] were released on their own recognizance. Officer Forbes accompanied the transport van to release [REDACTED], [REDACTED], and [REDACTED] to jail staff.

So i'm a fisherman from Southern California and i fish once a week on my off day from work. It's very important to have a fishing license, and to measure each fish that you catch, and to be on the right side of the law.

Maybe in Guatemala when they see a gun or policia coming at them they are in fear for their life. Police, justice systems and jail/prisons can be a death sentence for these people depending upon who has “control” of the area and the police. That could be one of the reasons why people are immigrating to the US. Guatemalans who live in villages in the mountains have their own language. They don't speak Spanish. They send their kids here thinking their life will be better but they end up being used for labor & other things that can't be mentioned. I NY there's a 1/6 inch thick book of fishing regs. Each body of water has it's own obscure rules. There isn't a fisherman in the state than can name half of the regulations. It's done by design. FWC has a list of weekly enforcement reports on their website. It isn't every action taken for the week, but likely the notable ones. He probably FOIAs body camera for every one of those reports, some might not have body cam, and some might not be interesting. He probably just puts out the interesting or crazy stuff. Thats just my guess.

I’ve seen in other videos that they usually donate confiscated fish and game to homeless shelters or other local charities, if they’re able to take it. Seems very reasonable to me.

I'm all about sustainable and ethical fishing and following the rules. But this was absolutely unnecessary. And these comments are quite disappointing. A big fine and being made to attend some kind of environmental recourse class to teach them what they did was wrong and WHY is more than enough. They come from a different mindset than us. They aren't thought why one should follow the rules of conservation. Y'all act like hillbillies don't break these rules constantly. Everyone has to make it a race thing. I've seen way more Hispanics educate themselves on the laws of fishing and recreation than i ever have before. All it takes is time and education. I was a cop in the NYPD in the ‘80’s and90’s. I learned enough Spanish to communicate with a subject for my safety and theirs. I could also communicate well enough to fill out all forms. It’s not that difficult to learn. This distresses me. That kid was scared to death and tortured for FISHING. For existing. That cop should be ashamed of himself.
I would agree with that as I learned to speak both Spanish and Russian as an adult and even lived in Russia for two years to make that happen. But the average IQ in America is declining rapidly, so it is of no surprise rate of fluency in second languages is not improving much. My brother was actually detained by Russian police last year when he went to deportation prison in Krasnodar Russia, and even a couple of those police could speak decent English.
