If tourist is going to Stay for more than 90 days, all steps are necessary but if less than 90 days, they should skip codice fiscale, Resident card and bank account.

Not important, Soggiorno and Codice fiscale is what you will be needing every where, but it is useful to have Carta di identità as it is issued for 10years straight and high level document of Italy.

Your information is contradictory. You said bank statement required to apply residence permit but to open a bank account you need residence permit. Doesn't make sens.
