I was watching the smoke roll and thought the same thing. Little Blitz 85 LZFD ret.
When you hear the tones going off and the horns blowing it's to get all of the firefighters to immediatedly evacuate because of dangerous conditions flash over etc.... Godbless the firefighters, EMT's etc...

+mike campbell Evacuation Tone, where there is collapse, risk of collapse or something the Incident Commander dosent like and thinks its not safe for his guys to be in there. they will play a tone on the radio and trucks will sound their air horns deeming the building is unsafe to go inside, and any crews inside to back out.

Why did they send out evacuation tones
Because conditions were deteriorating and the Incident Commander decided that is was unsafe for any crews to be inside of the structure. So to make sure his guys come home alive, he pulled them out and started a defensive attack

The fire conditions were deteriorating and it was no longer safe for interior attack crews to be working. At that point the decision was made to pull firefighters out of the structure and begin a defensive attack. Sometimes if the conditions improve and you are not concerned about structural integrity one the fire is knocked down interior crews may re-enter the structure to try to get to the seat of the fire and save as much as possible. If conditions do not improve exterior and defensive tactics may be the only safe way to extinguish the fire.
I question why the bucket in front of the structure was never used for roof ventilation?
