If there are any reserves, they will belong to independent Balochistan. If Sindh also breaks away, the Pakistan will be a landlocked nation with no territorial claims on marine resources. When ownership is dubious, who in their right mind will want to invest? Once Balochistan takes over, ONGC will help them exploit these oil reserves.
