Cocytus Breakdown - Lord of Nazarick [Overlord]

I have him at 6 stars he is good but if you want to get the most out of him use him on a debuff team like PDL Demiurge and Cocytus all those debuffs do a ton of damage combining high grvious wounds with burn, bleed, and shock I do like 2 to 3k damage off of debuff only if I use these team and he is like outstanding in defeating skeletal dragon treasury just put on desolation set on him for even more bleed

Doesn't his ultimate just take the stacks from everyone in the same faction adds them to the primary target and triggerwhole whole stack immediately?
