You should try Crook with the HBV. If you use Die hard aced, iron man basic and Frenzy aced. You can be incredibly tanky even for Death Sentence where you can tank another heavy shot, as well as having a damage up from Berserker aced and some dodge. You can even remove the points from Hostage Taker aced since you have Frenzy and still keep the Jokers. Now, I know you aren't aiming for Death Sentence, but if it could work there, it can work on any other difficulty and it isn't that hard to learn how to make a viable build on Death Sentence. On Death Sentence, you can get away with having no armour skills with the lbv. Crook by itself can make the LBV tank light hits from lights swats and other special units. It only needs to have a value over 70 to be able to do this. If it wasn't Crook or an armour perk, you can just get Die Hard aced to make it viable. As nice as dodge can be, the more armour is better. It is the most consistient and Crook has a way to make itself tanky. If you understand the purpose of killing and using Cover, armour can be amazing. Sneaky Bastard is a pretty overrated skill. It takes so many points away from you just to get a mediocre effect and you need to invest in either ok skills, dead skills or harmful skills to get it. Parkour aced is pretty harmful since you can't sprint cancel out of a reload. This is pretty bad since if there is a guy in front of you, you can't react to them, instead you are forced to wait out the whole reload. Even then, you can always reload safely in cover. Inner pockets aced usually isn't needed unless you want to fit in very certain weapons with Low blow aced. The only skills that kind of helps is Dire need aced, while only getting parkour and Inner pockets basic. Dire need essentially is another form of bullseye, where you can panic shoot the swats after your armour breaks. It's alright, but you can just rely on Bullseye as well. However even then, it is an extra point more. Low blow is a lot more important since killing is a lot more important. Swan Song isn't really a good skill. Any use it does have, you can do without the skill and instead invest in other skills to stay alive instead if benefitting from going down. Best failsafe would be bullseye. If dodge doesnt trigger, bullseye will be able to protect you by absorbing the hit or even giving you another opportunity to survive instead of using your health to roll for another dodge chance. This can be used not just on Crook, but is basically essential in every Dodge build. Equipping the HBV isn't that bad, it's honestly the best armour out of the trio since the more armour is more consistent and you still have some dodge. Also, Inner pockets and Low blow aced exist, so you could potentially get an amazing damage potential by using both if you build for it. Ehh, even if you take the HBV and got everything I said, Sicario and Hacker are better since they can use a lot more things to survive, Sicario has Twitch and Agility Shield to consistently gate damage and Hacker can Stun and heal itself and everyone. But those perks also have throwables which makes them top tier. Sicarios smoke grenade is a portable cover where you can do anything in and Hacker can stun, heal and get more dodge. Also they can both get more dodge than Rogue can and has more utility overall than Crook. Crook is still really good since the armour, damage and small bit of dodge is pretty good and fun, but it is not necessarily better than pure dodge builds.
I'll try the HBV. Could definitely be interesting. Overall with this video (and with my playstyle in general), I'm not trying to necessarily min-max for DS, but rather allow for more diversity in mayhem and DW. All of yours points do make sense though and would make it more viable on DS. Parkour aced is a personal preference of mine. I love being able to reload while sprinting, especially on LMG builds, but I put it on everything. I'll melee if I need to interrupt a reload.

Min maxing is a weird topic in Payday. Something like Anarchist or Crook would have this issue (mainly Anarchist since you really should only use the suit and go for jokers or iron man frenzy) , but usually there are other varied things you can do in this game. LBV Crook is one, but another incredibly viable way is the HBV used in a particular way. You could even go for more damage if you'd like but it usually isn't necessary. But that's the thing. Not only is it a lot better, but it is also a lot more uncommon as the public only see it as only the lbv should be used to be a pure dodge build. It is inferior, but also not known as much and one of the main reasons why is because they don't know. Adding variety on lower difficulties. Thing is, people would more so struggle with the likes of Death Sentence as opposed to the lower difficulties where you can get away with so so much. Aiming for Death Sentence, not only can it work in any other difficulty, but it also can just as well be varied in weapons. Whatever gun you pick, probably has a purpose. A niche/sidegrade use. Something it can do well, as long as you know how to use it, even on the toughest of swats. Like the Minigun, which is considered trash, is quite viable with Low Blow or even Berserker aced. 2 grenade launchers? Only issues are bulldozers and ammo, but both can be countered with the likes of ammo bags and bloodthirst (and possibly pumping iron aced if you can afford it) But even on other perks like Crew chief, Muscle, Ex President, Etc. Can use various armours like the LBV, HBV, ICTV, Etc instead depending on what you want. More damage? Use the LBV. And so on and so forth. You can have a ton of variety even on Death Sentence. Just that it also makes it practical. Only other thing is that, Parkour aced is a skill I heavily recommend to take off since 4 points is quite significant. Melee cancelling or even deployable cancelling is either too situational (as they aren't always going to be close enough to melee) or too slow, but you always guarantee a safe reload by doing so in cover. Lock and load aced is what you should be after instead XD

For this build, prioritize the mods that increase concealment the most.
