Italian bureaucracy is rude itself to everyone, even natives sometimes. So, don't mind it that much. It's one of the few small issues I find in Italy, the crazy bureaucracy.
Yes I heard that from my Italian friends too! As you said that’s a minor issue for sure and there’s so much beauty in Italy that makes up for it ;)!! But I think it’s just good to be a little “warned” ahahah ✨
