Hello sir, we did contracts for each PI. The contracts were very small like just calling features, user stories related to these feature and its story points. I arrived the total cost based on available capacity and shared the cost to each feature based on capacity used on these features. Our one agreement was we would be paid only for the feature delivered. This way we may end up working on a feature in multiple PI, our payment was done once the feature was delivered. This way we covered for all capacity used in the team.
SAFe makes some suggestions around budgeting (Lean Budgeting/Guardrail) that will help service sectors. You can use PI based budgeting at portfolio level for service based engagements

SPC is a certificate and consultants who implement SAFe does it , its a temporary role for SAFe implementation its not a role on ART.
