Scooters aren't meant to have high CC. They have small tyres and they aren't safe at high speeds. Scooter itself a dangerous vehicle and with high CC can be too risky. At 3 and half lks we can get RE 650CC bikes. Good luck for them.

Companies makes scooters for different countries and they try it out in different countries. I not advising anyone I am just sharing my experiences. If you have firm knowledge then please just enlighten us.

If you are worried about dust then you can simply use a mat to avoid dust but yes I totally agree by your point of view that fuel tank location must be somewhere else.
