blaming FA's for womens football being in its infancy stages might not necesarily be right.
Untill the early 2000's most households considered physical contact sports like football, rugby and boxing, malesports. Girls were discouraged from playing football by their households due to them not being "ladylike" and were encouraged to play different sports like ballet, hockey, handball or gymnastics.
There wasn't much demand for all women's teams, and if you saw a girl play football, she played with the boys and usually were exposed to alienation by culture.
Maybe around the early 2010's there was a more active shift to encourage children to make their own decisions and decide which passions, hobbies and sports that they like by themselves.
This shift of encouragement, increased the demand AND GOALS to make more girls teams and commercialize women's football to inspire the girls to try football out.
