I thought you can do rate limiting natively in gcp. For example by simply setting the rate limit to 3 requests per second.

For eg: How do you avoid false traffic generated against an API

You don't, u just use rate limiter on any IP that tries to access an api more than a certain amount or blacklist it.
You can also enable load balancing to disperse those fake traffic to lift pressure on server resource.
