Dan is right, this either started as a visual novel and someone had a construction vehicle idea and they slammed them together, OR it's a construction vehicle fighter that someone was forced to write a story for.
The infrastructure of the United Kingdom of Japan must be terrible. Roads never finished. Buildings half done. All the money goes to fixing construction vehicles and training Shiba Inus
I know that battle anime, which this game is inspired by, always require some suspension of disbelief with their premise. People fighting with construction equipment? He was just out with his crane. Practicing crane moves. He didn't even build anything. No one else was there.
And then there's the time Kongo, Kyoko were out getting groceries and Yuuki challenged Kongo and they fought, which implies that they either had the vehicles ready, or they walked back to base to get them, the whole time like 'When I get my construction vehicle, you'll be sorry!'
