If EDT quantity is less than platelets gets into clumps and platelet count under microscope is very very low as most of platelets are consumed in clot formation due to lack of EDT.
This might be the trick the lab collecting NS blood most likely used and use the tube with no EDT or small quantity of EDT to show low platelet count.
This can be managed at lab technician level
