It looks like John (Linnell) and the presenter are on a blue screen, and being projected on top of video of John (Flansburgh) who is standing in front of the timber set dressing. The footage of both of them is being independently zoomed in and out. I come to this conclusion because Linnell and the presenter move independently of the background but Flans does not. Also you can see a slight blue tinge in the Linnell footage, and some distortion in the top left that looks like it might be a wrinkle in a bluescreen curtain. You can also watch the eyelines when Flans is talking as they seem to be looking well offscreen instead of where he appears to us. They seem to be aware of this though and trying not to do it too much to give away the gag. Not familiar with the show so I don't know if this was a standard trick they did or if it was the Johns idea.
The interviewer is definitely...a little inconsiderate...but the Johns handled him really well! I love these early interviews and the sort of characters they play up

This could be the most awkward interview They ever gave, and They've given a lot of awkward interviews. But the songs are amazing, of course.
